Clinton Foundation HIV/AIDS Initiative Overview
The Clinton Foundation HIV/AIDS Initiative (CHAI) assists countries in implementing large-scale, integrated care, treatment, and prevention
programs to turn the tide on the HIV/AIDS epidemic. We partner with governments in developing countries to develop operational business plans
to scale-up HIV/AIDS care and treatment. The Foundation is currently active in Africa, the Caribbean and Asia. The host governments take overall responsibility for the programs; the Foundation provides technical assistance, mobilizes human and financial resources, and facilitates the sharing of best practices across projects. The ultimate objective in each of these countries is to make high-quality HIV/AIDS care and treatment available to all who need it, and to develop replicable models for large-scale programs in other resource-poor settings.
Specifically, the Foundation provides technical assistance to governments in areas such as setting care protocols, training of health professionals, procuring and distributing medicines, upgrading laboratories, establishing effective patient information and measurement & evaluation systems, and overall program management.

In Indonesia, CHAI supports the Subdirectorate AIDS (Sub.Dit AIDS) of the Indonesia Ministry of Health (MoH) in various areas, including strengthening the supply chain system for HIV/AIDS drugs and other related commodities.
Recently, the MoH has been appointed as Principal Recipient of the Round 8 grant from the Global Fund for AIDS, Tuberculosis, and Malaria (GFATM). Subsequently, MoH expects to appoint CHAI as a grant Sub-Recipient with responsibility to provide technical assistance in the
development of the HIV/AIDS supply chain.
Pursuant to that appointment, CHAI is recruiting for a Supply Chain Manager who will be seconded to the Sub.Dit AIDS to oversee and manage all supply chain activities within Sub.Dit AIDS’ scope of responsibility.
Key activities in the Round 8 grant include supply chain operations decentralization from the central level to provincial level, Sub.Dit AIDS supply chain operational improvement and capacity building, and procurement of an IT inventory system.
Supply Chain Manager
Job Description:
- The Supply Chain Manager will be responsible for supporting the government in strengthening the supply chain systems used forHIV/AIDS-related commodities with the ultimate objective of enabling rapid scale-up of high-quality ARV treatment to people living with HIV/AIDS. A dynamic, entrepreneurial individual with a proven track record in supply chain management is sought for this role.
Responsibilities:
- Overall management of all supply chain activities associated with HIV/AIDS-related commodities.under the scope of CHAI’s Sub-Recipient grant
- Provide technical and managerial leadership to establish a comprehensive supply chain system for HIV/AIDS-related commodities, which includesbut is not limited to operational plans, appropriate policies & procedures, suitable tools for data collection and analysis, performance indicators and training of staff who conduct supply chain activities.
- Evaluate the current supply chain system to identify current weaknesses and development of realistic implementable solutions to address these weaknesses
- Collaborate with stakeholders throughout the supply chain to gain an understanding of the key challenges at the various levels and, where appropriate, work at the national level to develop and implement policy and procedure changes to address those challenges
- Develop a realistic work plan to address short-term issues and implement long-term strategy
- Determine performance indicators to be measured and set baselines
- Review and analyze monthly data and indicators to inform decision making and prioritize work efforts
- Provide ongoing operational technical support as needed across the supply chain eg: product introductions, forecasting, procurement, inventory management, storage, distribution and disposal
- Help build, train and manage a highly effective team with Subdirectorate AIDS, on strategic and operational tasks (e.g., analysis of stock levels and trends to identify system weaknesses, determination of appropriate buffer stock levels, projection of stock quantity and quality, lead times for ordering, appropriate warehousing, monitoring of expiration dates of drugs)
- Foster relationships and communication between relevant governmental stakeholders as well as external technical partners
- Lead the implementation and operation of an inventory management information system, in collaboration with software and hardware implementing partners
Desired Qualifications:
- Minimum 7 years of experience in supply chain management, specifically in procurement, forecasting, inventory management, storage and distribution, preferably in the health care and pharmaceutical industries
- Experience in designing and executing supply chain systems in resource-limited settings, and a proven track record of impact/success
- Experience managing team members with diverse backgrounds and skills to achieve a goal
- Experience supporting inventory management software design and implementation
- Ability to work in a public sector environment to accomplish goals and favorably influence decision making processes in a diplomatic and collaborative manner
- Familiarity with pharmaceutical supply chain management and/or pharmacy operations
- Ability to communicate effectively in English and Bahasa Indonesia
- Ability to travel within Indonesia
- High level of proficiency with Microsoft Office software, particularly Word, Excel, and PowerPoint
